WACC is a hurdle, not a target

A project returning less than WACC destroys value even if it is profitable in accounting terms, because the capital could have earned more elsewhere at the same risk. The tax shield makes debt look cheap, but loading up on it raises the cost of equity as shareholders price in the extra risk — which is why WACC does not fall indefinitely as debt rises.
