Where the rule comes from
Three times the monthly rent works out at rent taking a third of gross income, which is close to the traditional 30% affordability guideline. New York landlords often use 40× annual rent instead, which is the same test written differently — 40 × monthly rent ≈ 3.33× monthly income. Neither accounts for your other debts, which is why passing the screen and affording the flat are different questions.
