Beta measures one kind of risk only
It captures co-movement with the market and says nothing about company-specific risk, which diversification is meant to remove. A beta of 1.5 means the stock has historically moved 50% more than the index in both directions — a volatility measure, not a quality measure, and past beta predicts future beta only loosely.
