A litre of water is not exactly a kilogram
It was meant to be — the kilogram was originally defined as the mass of a litre of water at maximum density. At 4°C the relationship holds to within a fraction of a percent, but water expands as it warms: at 20°C a litre weighs 998.2 g, and at boiling point 958.4 g. For everyday purposes 1 L = 1 kg is fine; for anything metered or dosed, the temperature matters.
