Significance and effect size answer different questions

With a big enough sample, a trivial difference becomes statistically significant. Cohen's d ignores sample size entirely and asks how large the difference is relative to the spread of the data. Cohen's own rough labels are 0.2 small, 0.5 medium and 0.8 large, and he was explicit that they are conventions to be replaced by field-specific judgement.
